Niger ratified the Convention on Cluster Munitions (CCM) last week — that makes 8 States that have ratified so far!  The CCM has the most comprehensive victim assistance provisions of any weapons-ban treaty to date.  30 States have to ratify before the treaty becomes legally binding… on the road there.
